GiveCard has teamed up with Visa in a bid to modernise how government agencies distribute and manage funds, aiming to replace outdated paper-based processes with scalable, secure digital payments.
The collaboration will see GiveCard issue virtual and physical prepaid cards directly to recipients via US government agencies, supporting the push towards faster, audit-ready payments across the public sector. This comes as the federal government aims to phase out paper cheques by 30 September 2025.
Together, the two organisations are enabling secure ledger transfers through prepaid debit cards and GiveCard-powered real-time bank transfers. By integrating automated workflows, agencies can reduce administrative burdens and deliver funds more efficiently to beneficiaries.
Visa’s head of government solutions North America Rick Malcolm said, “GiveCard has built a simple and intuitive platform that helps eliminate the cost, time and complexity associated with disbursement of funds.”
GiveCard’s co-founder and CEO Lurein Perera said, “The world is going cashless, and government and nonprofit systems have been working to modernize their payment systems to keep up.
“We built GiveCard to close that gap: offering a platform that empowers public-sector organizations to move money quickly, compliantly, and without requiring a 20-person operations team.”
The platform supports high-limit virtual and physical prepaid cards, ACH/RTP/FedNow bank transfers, and a live interpreter network operating in over 25 languages, ensuring recipients can access support easily. GiveCard’s infrastructure is also equipped with no-code dashboards and APIs, enabling agencies to automate processes such as eligibility checks and attendance triggers without the need for extra staff or complex builds.

GiveCard’s system is designed for individuals who may not have bank accounts, with no SSN or ID required, while ensuring full AML and BSA compliance.
