The European Central Bank (ECB) has named the companies chosen to provide key services for the development of the digital euro, marking another step forward in its ongoing preparations.
The announcement follows a call for applications launched on 3 January 2024, with results published on 2 October 2025.
The ECB has signed framework agreements with several firms to cover five major areas of the project. Sapient GmbH and Tremend Software Consulting S.R.L, along with equensWorldline, will handle alias lookup services. Risk and fraud management will be led by Feedzai, with Capgemini Deutschland also appointed.
In terms of app and software development kit (SDK) capabilities, Almaviva SpA and Fabrick SpA will contribute, while Sapient GmbH and Tremend Software Consulting will also take a role. For the offline solution component, Giesecke+Devrient has been selected, with a second provider to be announced later. Meanwhile, Senacor FCS and equensWorldline will be responsible for secure exchange of payment information.
Under the arrangements, service requests will first be directed to the primary provider in each category. Secondary providers will only be approached if required. The ECB has emphasised that no payments will be made under the current framework agreements, which also contain safeguards to ensure flexibility in response to legislative changes.
The ECB made clear that a formal decision on whether to issue a digital euro has not yet been taken. Any move towards development will depend on the adoption of the Digital Euro Regulation and a decision by the ECB Governing Council on the project’s next phase. The agreements now in place are intended to ensure readiness should the digital euro be approved.
