US AI platform Sayari has partnered with DataExpert to bring sovereign AI capabilities to government, law enforcement, defence and financial intelligence agencies across eight European countries.
The channel and knowledge partnership will cover Belgium, the Netherlands, Luxembourg, Denmark, Finland, Iceland, Norway and Sweden, with DataExpert providing implementation, training and local support.
The partnership comes as European authorities strengthen their focus on financial crime, sanctions enforcement and economic security. New regulatory and enforcement bodies are being established across the region, increasing demand for technology that can help investigators trace ownership structures, trade activity and financial flows across borders.
Sayari’s sovereign AI platform can be deployed within an agency’s own environment, including private or classified cloud infrastructure. The company said its models are trained on 12 years of analyst tradecraft rather than customer data, while outputs include their underlying sources and grading to support human review.
The technology sits on Sayari’s Commercial World Model, which brings together more than 12 billion primary-source records from more than 250 jurisdictions into a connected view of global commerce.
Through the partnership, European agencies will be able to use the platform across a range of economic security and financial crime investigations.
These include tracing cross-border illicit financial networks, identifying sanctions evasion and layered ownership structures, enforcing export controls on dual-use goods and investigating third-country diversion. The technology can also support beneficial ownership checks, defence supply chain assessments, investment screening and investigations into critical-mineral dependencies.
DataExpert will add its expertise in open-source intelligence, digital forensics, data analytics and cybersecurity, alongside embedded consultants, analysts and training through its dedicated academy.
The company has longstanding relationships across Europe’s investigative and open-source intelligence community and will provide agencies with local support as they implement the technology.
DataExpert managing director Benelux Gino Flem said, “European agencies are being asked to confront cross-border financial crime, sanctions evasion, and dual-use proliferation at a pace their current tooling was never designed for.”

Sayari CEO Farley Mesko said European governments are increasingly investing in sovereign AI as economic security becomes a greater priority.
“They will only adopt AI they can control, audit, and defend in court. That’s the standard we built for,” Mesko said.
The partnership reflects a wider push among European public-sector organisations to adopt AI while retaining control over sensitive data, models and investigative processes. Sayari and DataExpert will also host a webinar on 1 September focused on using corporate ownership data and trade records to trace money laundering organisations and illicit financial networks between the Golden Triangle and Europe.
