Tietoevry has strengthened its position in Sweden’s public sector with a new long-term agreement to deliver HR and payroll services through its Primula platform.
The deal, signed with the National Government Service Centre (Statens servicecenter), will ensure continuity for hundreds of government authorities across the country.
The National Government Service Centre provides essential administrative functions, including payroll, HR, and financial services, to nearly 170 government bodies. Under the new contract, which comes into force on 10 December 2026, Tietoevry will continue supplying its HR and payroll system Primula for a further six years. The agreement also offers an extension option of up to four additional years, underscoring the confidence placed in the company’s software.

This renewed agreement is a testament to our commitment to continuously enhance our software and services.”
Reliability and security remain central to the delivery. Primula will not only continue to manage HR and payroll requirements but will also feature tailored integrations and specialist services to meet customer demands. A dedicated security framework has been built into the agreement, helping customers meet updated requirements set by the Swedish Security Service.
The contract also paves the way for further innovation, with development of new features such as improved support for managing regulations under the Employment Protection Act (LAS) and expanded payroll backup routines. These enhancements are designed to improve continuity planning and resilience. A more structured supplier collaboration model will also be introduced, bolstering the partnership between the two organisations.
