The European Payments Council (EPC) has opened a request for information (RFI) to find organisations that could provide, operate and support a central platform underpinning its Fraud Information Distribution Arrangement (FRIDA) scheme.
The move is designed to prepare the payments industry for the European Union’s upcoming Payment Services Regulation (PSR), which is expected to enter into effect by Q2 2028 and includes tougher anti-fraud requirements across the European Economic Area (EEA). Under the proposals, Payment Service Providers (PSPs) would be responsible for transaction monitoring and for sharing fraud information with other PSPs to help prevent and address payment fraud, including provisions set out in Article 83 on transaction monitoring mechanisms and Article 83a on fraud data sharing.
In anticipation of those obligations, the EPC has set up a task force to design FRIDA, which would allow PSPs — and potentially other stakeholders — to exchange fraud-related information to strengthen fraud prevention across the Single Euro Payments Area (SEPA) and across all EPC schemes, while aligning with the objectives and requirements expected under the PSR.
The EPC said FRIDA is intended to establish shared rules, practices and standards that enable participating financial institutions to exchange fraud intelligence more consistently. As part of the scheme’s design, the EPC is also considering an architectural model based on a central hub or platform that interconnects all relevant stakeholders, rather than relying solely on bilateral connections.
In its RFI, the EPC is asking suitably qualified organisations to outline how they could establish and run this central platform, either using the open source Malware Information Sharing Platform (MISP) or using alternative open source or proprietary vendor solutions. The information gathered will be used to help the EPC determine the next steps for the project.
The process runs from 28 January 2026, with responses due by Friday 20 February 2026 at 18h CET. Any candidate with a legitimate interest can apply, with applicants required to complete a request form to receive the RFI document before submitting their response by email.
