As first reported by InsurTech Insights, the legislation has been introduced in both chambers of Congress and seeks to establish a unified federal strategy, led by the Department of Homeland Security (DHS), to address organised retail crime and related logistics threats.

The bill comes amid growing concern over supply chain vulnerabilities, underscored by a 2024 Retail Industry Leaders Association (RILA) survey that found two-thirds of U.S. retailers had experienced increased cargo theft in the last two years.

“This is vital legislation with significant ramifications for our industry,” said Johnny McCord, Founder and CEO of Loadsure. “We firmly believe this bipartisan act will fortify the freight industry against critical threats to its integrity. The enhanced federal enforcement powers it provides will serve as a powerful deterrent, resulting in greater protection for businesses, the supply chain, and ultimately, the American consumer.”

CORCA has received broad backing from both the retail and logistics sectors. Supporters include Walmart, Target, and The Home Depot, alongside industry groups such as the American Trucking Association (ATA), Transportation Intermediaries Association (TIA), and global logistics provider UPS.

For Loadsure, which leverages artificial intelligence to provide shippers, brokers, and carriers with automated cargo insurance, the legislation aligns with its mission to reduce losses and improve the affordability of freight coverage.

“We strongly urge our peers in the broader freight and insurance industry to stand united and support this critical legislation,” McCord added. “These pervasive theft issues have plagued our industry for far too long, and CORCA offers a path forward.”

Amid growing digital and physical threats to U.S. supply chains, Loadsure’s endorsement of CORCA reflects a wider industry consensus that federal coordination is necessary to protect the integrity of national commerce and logistics infrastructure.
