Whether it’s defence, healthcare, or critical infrastructure, ensuring these networks remain resilient is not simply logistical—it’s a matter of national security. Yet, the global scale, interconnectedness, and sophistication of modern supply chains make them increasingly vulnerable to exploitation by malicious actors seeking to disrupt essential services or gain strategic advantage, claims Moody’s.

To counter these risks, governments are turning to data-driven intelligence solutions that offer deeper visibility across complex supplier ecosystems. Moody’s has developed a suite of technologies designed to uncover hidden risks, illuminate vulnerabilities, and enhance due diligence. Combining advanced data fusion, AI analytics, and meticulously curated datasets, these tools enable investigators and decision-makers to identify potential threats before they escalate, building stronger, more transparent supply chains.

Government supply chains are vast and multifaceted, often involving hundreds of thousands of global suppliers ranging from multinational defence contractors to niche technology providers. This diversity introduces layers of complexity and potential blind spots. Limited visibility into ownership structures or financial health can leave agencies exposed to supplier instability or hidden control by foreign entities. Additionally, reliance on dual-use technologies—components applicable in both civilian and military contexts—can open the door to embedded vulnerabilities such as backdoors in software or substandard hardware that undermine security.

Fragmented data systems present another challenge. Disconnected procurement and intelligence databases can obscure relationships between entities or mask geopolitical risks. This can lead to supply disruptions, sanctions evasion, or even the weaponisation of infrastructure. Hidden control within critical sectors such as aerospace or semiconductors poses particularly severe risks, potentially compromising both economic resilience and national security.

To address these challenges, governments must adopt a holistic and proactive approach to supply chain resilience. This begins with rigorous vendor due diligence—tracing ownership structures, identifying beneficial owners, and verifying suppliers’ origins to ensure compliance with Defence Industrial Base (DIB) and Foreign Ownership, Control, or Influence (FOCI) regulations. Moody’s Ultimate Beneficial Ownership (UBO) data allows agencies to detect covert relationships and identify suppliers linked to sanctioned or high-risk entities.

Further, Moody’s Knowledge Graph (KG) consolidates procurement, operational, and financial data to visualise complex supplier relationships and highlight compliance vulnerabilities. This “supply chain illumination” helps authorities identify risky geographic concentrations or dependencies and align sourcing decisions with trusted, allied partners.

Beyond ownership transparency, financial stability remains a key factor in resilience. Moody’s quantitative risk models and supplier performance scores enable governments to monitor vendor solvency and anticipate early warning signs of distress—particularly among private equity-backed entities carrying higher leverage.

As supply chain security becomes a defining pillar of national strategy, Moody’s continues to support government agencies in strengthening oversight and mitigating hidden risks. By connecting commercial, operational, and financial data, its solutions provide a dynamic map of global supply ecosystems—helping analysts expose concealed threats and fortify essential supply lines that underpin national security and economic integrity.
