The Cambridge Centre for Alternative Finance (CCAF), operating under Cambridge Judge Business School at the University of Cambridge, has announced the formation of a Leadership Council for the Women Regulators Network (WRN), in partnership with Financial Innovation for Impact (Fii).
The initiative aims to advance gender-intentional policy and strengthen women’s leadership across global financial regulation.
The WRN operates through CCAF’s Regulator Knowledge Exchange (RKE), a peer-led digital platform that was launched in 2022. The RKE currently connects 3,000 regulators from more than 300 organisations spanning over 140 countries, with notable participation from low- and middle-income economies. Women account for 45% of the platform’s membership, and a 2024 survey found that 77% of female members felt the RKE had meaningfully empowered them in their regulatory roles.
CCAF and Fii adviser and WRN initiative lead Deborah Young said, “Increasing the presence and influence of women in regulatory leadership can help shift policy from gender-neutral to gender-intentional, actively advancing women’s financial empowerment. Through real-world insights from policymakers and a deliberately diverse Council, we aim to address the challenges facing women in regulatory leadership today.”
The newly established Leadership Council will be responsible for setting the strategic direction and priorities of the WRN. It will be co-chaired by Her Excellency Fatma Abdulla Al Jabri, assistant governor of the Central Bank of the United Arab Emirates for Financial Crime, Market Conduct and Consumer Protection, alongside Christina R. Rolle, executive director of the Securities Commission of The Bahamas.
Her Excellency Fatma Abdulla Al Jabri said, “Our vision with the Women Regulators Network is to create a future where financial systems are truly inclusive, shaped by the amplified voices and strengthened leadership of women. To achieve this, we will focus on deep collaboration, impactful knowledge exchange, and powerful advocacy. The Council will be our guiding force, tasked with developing the strategies and key performance indicators that will ensure we turn this vision into tangible results. I am honored to be working alongside Christina and the distinguished members of the Council in this vital endeavor.”
Securities Commission of The Bahamas executive director Christina R. Rolle said, “The Women Regulators Network is a global platform to advance issues critical to women’s wellbeing and future prosperity. Our Council will bring together diverse perspectives to deliver outcomes that benefit not only female policymakers, but also women entrepreneurs, leaders, and those excluded from financial services. I’m honoured to Co-Chair this initiative and to collaborate with such an accomplished group within the Council and the wider RKE community.”
