Tomoarrow, a South Korean FinTech and RegTech company, has launched an eKYC solution designed to help international users verify their identities without needing locally issued credentials.
The solution, TomoIDV, creates a client-specific Pseudonymous Permanent Identifier (PPID), allowing businesses to recognise returning customers while limiting exposure of their underlying identity information.
TomoIDV uses home-country identity documents, mobile numbers, selfies and liveness checks, alongside authoritative data sources in the user’s home country where available.
The launch comes as more people travel, study, work and live across borders for extended periods, creating challenges for digital identity systems that remain largely focused on domestic residents.
International users without locally issued identity documents or mobile accounts can face difficulties accessing services including accommodation, telecommunications, financial products and mobility services.
For businesses, the issue creates a balance between customer access and risk management. Insufficient identity checks can increase exposure to identity theft, account abuse, payment fraud, chargebacks and money laundering, while overly restrictive requirements can prevent legitimate international customers from accessing services.
TomoIDV is designed to address this through a single API that supports country-specific verification workflows. Businesses can combine basic and enhanced checks based on the service being provided, regulatory requirements and the level of transaction risk.
The platform also allows businesses to retrieve previous verification results and trigger reverification when customer information changes or additional assurance is required.
By incorporating international users into existing verification processes rather than treating them as a separate customer group, Tomoarrow said businesses can expand access to cross-border customers without having to develop individual identity verification systems for different markets.
The company positions the technology as both a compliance and risk-management tool and a way to improve access to digital services for tourists, international workers, migrants, students, remote professionals and other cross-border consumers.
