New BaFin rules digitise AML officer notification

Germany’s financial regulator BaFin has introduced a new digital procedure for notifying the appointment or dismissal of money laundering officers and their deputies. Effective from 13 June 2025, the process must now be completed via the MVP-Portal, BaFin’s online reporting and publication platform.

RegTech company Zeidler Group recently outlined what these changes mean.

This change applies to all entities obligated under the German Money Laundering Act (GwG) and supervised by BaFin according to Section 50(1) and (2). The obligation itself is not new, but BaFin has replaced the previous submission methods—email and post—with a digital-only system, aiming to enhance speed, verification, and compliance efficiency.

From now on, all notifications under Section 7(4) GwG must be made electronically through the MVP-Portal. Entities that have not yet registered must first complete the portal’s registration process, outlined in detail on the BaFin website. A user manual is available to guide firms through this setup and help them understand how to navigate the new system.

Alongside the general registration, users must also complete a separate enrolment for this specific AML reporting procedure. Once BaFin approves the registration, firms can begin submitting notifications directly through the portal. After a submission is made, the system issues a confirmation that can be downloaded and stored as a PDF.

This digital transition reflects a wider regulatory push toward modernisation and real-time oversight. BaFin’s move is part of a broader effort to make compliance processes more transparent, faster, and easier to monitor across the financial sector.

Compliance experts, including those at Zeidler Group, are urging all obligated firms to register for the new procedure without delay. Early access ensures companies can submit required notifications immediately and avoid any compliance disruptions.

Zeidler Group said its regulatory team is available to assist with the MVP-Portal registration and provide support on BaFin’s updated reporting requirements.
