FinregE has released an expert guide claiming that delaying action until rules become legally binding has evolved from prudent caution into a systemic threat to firms.
The publication, Regulatory Horizon Scanning: Proactive Compliance in 2026, sets out a strategic framework designed to remove the implementation lag that forces companies into expensive last-minute remediation and leaves them trailing competitors.
According to FinregE, regulatory frameworks covering AI, climate finance and digital assets are now changing more quickly than corporate policy can keep pace with, making information asymmetry a leading cause of operational fragility.
Firms that only mobilise once legislation is enacted encounter what the company terms a compliance crunch, marked by hurried, costly implementation work and no room to reshape products or strategy in response to new market conditions.
At the heart of the guide is a Seven-Step Horizon Scanning Process, intended to supersede a tick-box approach to compliance. The methodology helps organisations spot weak signals, including draft bills, committee discussions and policy white papers, and turn them into structured business intelligence. Acting on these signals early allows firms to rework products and assign budgets years ahead of any mandate, with a pipeline carrying each regulatory signal from initial detection through to full implementation.
The guide also confronts what FinregE calls the AI Paradox: regulatory data volumes have outgrown human capacity to monitor, yet machine misreadings of the law carry unacceptable consequences. Its answer is a human-in-the-loop model in which AI performs scanning and summarisation while subject-matter experts keep final say over legal interpretation and risk decisions.
Case studies featuring global systemic banks are used to show that proactive scanning can compress implementation timelines from months to weeks, cutting emergency premiums paid to consultants and helping firms sidestep enforcement penalties. FinregE positions horizon scanning as one component of a broader Regulatory Operating System rather than a standalone capability.
FinregE CEO Rohini Gupta said, “Waiting for regulations to hit is no longer an option. The strategic window for adaptation closes the moment a rule becomes law. By the time it is binding, the cost of implementation skyrockets and the opportunity to lead the market has vanished. We are challenging firms to move from reactive monitoring to true regulatory intelligence.”
Gupta added, “The Seven-Step Horizon Scanning Process is a continuous, circular methodology designed to transform raw regulatory ‘noise’ (early signals of change) into structured business action.”
Gupta also said, “By linking an early warning signal directly to a policy update, a control change and a verified closure, firms can transform compliance from a defensive cost centre into a driver of resilience and growth.”
