How to fix FATCA and CRS reporting at the source

For compliance teams currently working through their FATCA and CRS reporting cycle, the pattern will feel all too familiar. What ought to be a controlled, repeatable process frequently descends into a remediation exercise that kicks off long before a single report is filed.

Staff find themselves chasing missing information, reconciling inconsistencies, and racing to bring everything to a standard that is actually submittable.

The problems compound quickly

The issues rarely arrive in isolation — they accumulate. Controlling persons are absent from customer records entirely, or conversely, additional ones appear with no obvious justification. Tax Identification Numbers are incomplete, wrongly formatted, or missing altogether. City fields are populated with values that bear no resemblance to any real location, and dates of birth prompt serious questions about whether the underlying data has ever been reviewed with any rigour. These are not novel problems, but they all demand resolution under considerable time pressure.

Classification adds yet another layer of difficulty. FATCA and CRS outcomes can contradict one another, demanding manual intervention, and inconsistencies between W forms and CRS self-certifications can rarely be resolved without interpretation. Some customers carry multiple tax residencies that defy any rational profile, while others are not registered as tax resident in the jurisdiction that their residential address implies. Compounding matters further, a portion of these issues is not new at all — it is carryover from the previous year’s cycle, where problems were patched sufficiently to get over the line but never actually remedied. On top of this sits the persistent question of whether any change-in-circumstance events have occurred that now require reflecting in the current filings.

Process design is part of the problem

All of this unfolds within reporting infrastructure that was often never designed to accommodate this level of complexity. In many organisations, the process still runs on spreadsheets, with manual logic stitched across fragmented data sources. Where additional tools have been brought in, they often sit alongside existing workflows rather than replacing them, adding complexity rather than eliminating it. Newer technologies introduced to speed up parts of the process may be working on the same flawed underlying data and still require validation before outputs can be trusted. The result is a process that becomes progressively harder to govern, where visibility is restricted and confidence in the final submission remains elusive.

Why the cycle keeps repeating

This is the root cause of the remediation loop. Because the overriding objective is to meet the reporting deadline, fixes are applied at the point of output rather than at the source of the problem. Data is corrected for submission, classifications are adjusted where necessary, and files are brought into a passable state. But the conditions that produced those problems remain unchanged. The same data quality issues persist, the same logic is reapplied, and the same control gaps endure. When the next reporting cycle begins, the same problems resurface.

The operational cost

Continuing to operate in this way carries a measurable cost. It creates over-reliance on a handful of individuals who understand the workarounds that hold the process together, compresses timelines that are already tight, and introduces unnecessary risk into the reporting cycle. As regulatory expectations around data quality continue to rise, these shortcomings become harder to obscure. The model also does not scale well across jurisdictions — each additional reporting requirement amplifies the weaknesses already embedded in the process.

Fixing the process at the source

Escaping this cycle requires a fundamentally different approach. Rather than depending on last-minute corrections, the focus needs to shift towards prevention. That means embedding validation at the point of data capture, applying classification logic that is consistent and fully auditable, and managing exceptions in a structured framework that provides genuine visibility and control. It also means ensuring that issues identified during a reporting cycle are properly closed out, rather than deferred to the following year.

Most organisations already have a clear picture of where their problems lie. The challenge is constructing a model that resolves them in a durable, scalable way. Bringing data quality, classification, and reporting into a single integrated framework reduces dependency on manual intervention and makes for a more predictable, defensible outcome each year.
