CUBE, a London-based regulatory intelligence provider, and IBM have partnered to help businesses track regulatory changes affecting their use of artificial intelligence (AI).
The collaboration introduces a Regulatory Horizon Scanning capability within IBM watsonx.governance, powered by CUBE’s regulatory intelligence. The feature monitors AI-related regulatory developments across jurisdictions and surfaces updates from regulators, legislators, standards bodies and industry associations within the watsonx.governance platform.
The companies said the capability is designed to help governance, risk and compliance teams identify regulatory changes, assess their potential impact on AI systems and maintain an auditable record of how developments have been reviewed and addressed.
The partnership comes as businesses expand their use of generative and agentic AI while regulatory requirements continue to develop across different markets. Frameworks and legislation including the EU AI Act and NIST AI Risk Management Framework are shaping how organisations approach AI governance, creating a need to track requirements across multiple jurisdictions.
By embedding CUBE’s regulatory intelligence into existing governance workflows, the integration is intended to connect regulatory developments with specific governance activities rather than requiring compliance teams to monitor changes separately.
CUBE provides regulatory intelligence and compliance technology to organisations across regulated industries, with clients across Europe, the US, Canada, Asia and Australia. The company said it processes more than 10 million regulatory datapoints annually and has more than 250 regulatory and legal experts across its global operations.
The company operates four core products: RegPlatform, an agentic AI-powered compliance and risk platform; Oden, which provides regulatory intelligence and notice generation for US insurance compliance; Intel, which combines regulatory intelligence with AI and expert insight; and PoweredBy, which enables partners to embed CUBE’s regulatory content, data and technology into their own platforms.
The IBM partnership follows collaborations with Microsoft and ServiceNow earlier this year as CUBE expands the distribution of its regulatory intelligence through third-party technology platforms.
Since entering a strategic partnership with Hg in March 2024, CUBE has acquired Reg-Room, the Thomson Reuters Regulatory Intelligence and Oden businesses, operational risk provider Acin, Berlin-based Kodex AI and Silicon Valley-based 4CRisk.
IBM provides hybrid cloud, AI and consulting services to organisations across more than 175 countries, with its technology used across sectors including financial services, telecommunications and healthcare.
